2021 HealthFlex Exchange & Annual Election

Welcome to HealthFlex Exchange

The mission of the Conference Board of Pensions has always been clear: to serve those who serve in the Kentucky Conference. To that end, in January 2020 we began a partnership with Wespath and their HealthFlex Exchange to provide health benefits to our clergy and others who participate in the active Conference Health Plan. 

Wespath’s HealthFlex Exchange (HealthFlex) allows participants to choose from one of six medical plans (Blue Cross Blue Shield of Illinois) as well as three dental plans (Cigna) and three vision plans (Vision Service Plan). Participants are given a monthly allowance, called a Premium Credit, with which to “shop” for their medical, dental, and vision plans.  Premium Credits vary based on coverage tier (participant only, participant +1, and family).

Also, depending on the plan you elect, you will have the opportunity to contribute to either a Health Savings Account (HSA), Dependent Care Account (DCA), or Medical Reimbursement Account (MRA). Two of the plans come with Health Reimbursement Accounts (HRAs) which include employer contributions and two plans come with employer contributions into an HSA.


2021 Annual Election Information

 

What is Annual Election? Annual Election is the annual period when participants may make changes to their benefit plans for the upcoming calendar year. Benefits elections include: medical, dental, and vision insurances, and health accounts. The health benefits elected during annual election will begin on January 1, 2021 and will stay in effect through December 31, 2021.

When is Annual Election? Annual Election will take place October 28, 2020 through November 12, 2020. 

Where do I make my Annual Election selections? The Annual Election process is entirely online through your Wespath/WebMD portal. If you have not yet registered with Wespath/WebMD please do so at Wespath/WebMD. If you need assistance logging into your account contact WebMD at 1-866-302-5742.

What if I need assistance with Annual Election? There are several Wespath and Conference resources. From Wespath, be on the lookout for upcoming mailings and email. In addition, the virtual benefits counselor, ALEX, will be available soon to help you understand the plan choices and consider which plan may best suit your needs. From the Conference, we will keep you updated via email and our website with the latest resources from Wespath and our office. We also know, however, that sometimes it is simply best to share questions aloud with others going through similar circumstances. The Administrative Services Team will offer a webinar with Q&A time on Thursday, October 8, 2-3:30p ET.

Where can I find information about premium rates, health plan options, and more? On average, medical rates across all six of the HealthFlex medical plans increased 2% over 2020. The local church cost per eligible clergy per month in 2021 will be $1,020 (up from $1,000 in 2020). For a full rate sheet and plan information see here: Monthly Rates by Tier (2021). A word about the 2% increase: In past years, our self-insured plan experience exposed us to highly variable, and at times steep, yearly increases, such as the 18% increase in 2019. Today, we are pleased with the care delivered via HealthFlex Exchange, and optimistic that our partnership will mitigate significant or highly variable annual rate increases. Of course, however, we cannot expect or guarantee minimal increases every year. In the future, our Kentucky participant claims experience will be the primary driver of our rates (though some larger claims will be pooled with other Annual Conference participants). Nevertheless, given the impact of the pandemic on our communities, churches, and world, we are hopeful the 2% increase for 2021 provides minimal disruption to you, your churches, and your ministries.

Do I need to be concerned with my retirement plans during Annual Election? In general, no. The Annual Election window and your actions pertain only to your insurance elections for 2021. However, any time is a good time to review your retirement plans and decisions related to UMPIP.
